In general, the Citadel was opened to the public for the first time during the British Mandate (1917-1948), when the British High Commissioner established a society for the protection of the cultural heritage of Jerusalem. They were engaged in archaeological excavations and research in Jerusalem, including on the Temple Mount, and generally did not bother on various religious problems.
