Prison?

There is information about a prison here in 1900s for the lower ranks of the fleet sentenced to death (either convicted, but pardoned later). This information comes from the Guide to Kronstadt of 1924. However, no facts, names and references are given in the Guide to confirm this version. I suppose it's a myth, or a legend...
