
This is a classic example of the so-called 'non-residential shed'. Such a designation on old Soviet maps marked the widest range of objects - from intercontinental missile shafts to truly non-residential sheds. Also in use was the designation 'pioneer camp'. The object in the photo most likely served as a military warehouse. The area around the cellar in Soviet times belonged to the 18th Arsenal of the Kronstadt Naval Base.
