The decision to build the Center was made on July 17, 1939, and construction began in early September of the same year. Initially, the headquarters itself was planned to be located in these rock tunnels, but they did not have time to finish works by the beginning of the Winter War, so the nearby school building was occupied for headquarters. The communications center was located in school's basements. The equipment of the Naisvuori tunnels was completed only with the end of the Winter War.
